Zagreb's lower town (Donji Grad) is flat with wide boulevards and good pavement quality β very manageable with a stroller. The upper town (Gornji Grad) has steep cobblestone streets and steps where a carrier is more practical. The tram network doesn't have universal stroller access but most central stops are accessible.
π½οΈFood & Eating
Croatia has a relaxed attitude toward children in restaurants. Local dishes like strukli (cheese pastry), cevapi (grilled meat), and bread with butter are reliable toddler choices. Zagreb's cafe culture is very laid-back and children are welcomed in most spots.
π‘οΈSafety
Very safe European capital with very low crime. A quiet, unhurried city compared to other European capitals which makes it less overwhelming for young children. The outdoor markets and parks are enjoyable and completely safe family spaces.

The Children's Hospital Zagreb (Klaiceva bolnica) is Croatia's main paediatric hospital with solid emergency capability. KB Merkur has English-speaking physicians for private consultations. Most medical staff speak good English.
